Xiang Yu heard themotion outside and nodded, walking out.
Stepping outside, Xiang Yu was startled. The area was teeming with hundreds of people.
There were men and women, young and old. Xiang Yu turned to Tie Zhuzi and asked, "What’s all this?"
"They all want to meet you, saying they want to follow you," Tie Zhuzi chuckled.
The crowd quieted down as they saw Xiang Yu step out.
"Do you all wish to follow me?" Xiang Yu stood and asked.
"We want to follow you."
"Yes, we all want to follow you."
The crowd shouted excitedly.
At that moment, someone suddenly knelt down, prompting the entire crowd to kneel.
"What are you doing? Get up quickly," Xiang Yu shouted in surprise.
An elderly man trembled as he grabbed Xiang Yu’s hand and said, "As long as you can feed my grandson, I’ll do anything."
Deeply moved, Xiang Yu quickly helped the old man up.
At this moment, the brothers Xi’er and Jieke came running from a distance. Seeing this scene, they didn’t intervene but watched Xiang Yu closely.
"Folks, I understand your intentions, and I promise to do what I’ve said. I’m currently raising funds, and the money will soon be in ce," Xiang Yu said earnestly.
"We trust you," the old man said with tears in his eyes.

The crowd joined in, their enthusiasm evident.
"All the young men, stay. Everyone else can go home. If I need you, I’ll find you," Xiang Yu instructed.
The women and elderly left after hearing Xiang Yu’s directives.
The elderly man from before remained, unwilling to leave.
"Sir, you should go home too," Xiang Yu said to him.
"I have no young ones at home; the child’s parents are dead. I still have strength; let me stay," the old man stated firmly.
Xi’er walked over and told the old man, "Sir, if they set up a factory here, you’ll be the first person I call."
The old man seemed to know Xi’er and nodded, "Don’t forget about me. I still have strength."
Xi’er nodded, then sent the old man off.
Around one hundred and fifty young men remained, a number Xiang Yu hadn’t anticipated.
"You are now the backbone of this city, and I need your strength," Xiang Yu said. "There are nationalws and family rules. Since you choose to follow me, I must first establish the rules."
"First rule, do not betray your brothers..."
Xiang Yu divided them into two groups: fifty for training, named Guardians, and one hundred forming a Self-Defense Force to maintain city security and act as the police when the factory is established.
"Zhuzi, take the Guardians and find a suitable training ground," Xiang Yu directed.
Tie Zhuzi nodded quickly, saying, "Guardians, follow me now."
The fifty men hurried after Tie Zhuzi into the distance.
The remaining hundred stood quietly, waiting for Xiang Yu’s instructions.
Xiang Yu addressed the Self-Defense Force, covering rules against bullying, promoting justice, and dealing with wrongdoers.
Though not versed inw, Xiang Yu conveyed what he knew.
Xi’er, listening nearby, nodded, "We need aplete legal system."
Xiang Yu nodded, "Exactly. This chaos stems from ack of restraint."
Seeing Xi’er’s bright eyes, Xiang Yu asked, "Do you have any good ideas?"
Xi’er nodded eagerly, "Yes, we devised a legal system before you came, although it’s iplete. I’ll show you once it’s finished."
"Great, I’ll leave this to you," Xiang Yu said.
Xi’er happily agreed, finally having a chance to use her skills.
"Rest assured, I’llplete the mission," Xi’er vowed to Xiang Yu.
"Eck," Xiang Yu called, "from today, you manage these people. Divide them into groups, and ensure there’s always someone on duty."
Eck was surprised but nodded after seeing Xiang Yu’s trust, "Alright, I’ll take this position."
"Help them limate," Xiang Yu suggested.
Eck nodded and led the group away.
Xiang Yu’s goal was simple: build aplete system here.
With no existing structure, he had to start from scratch, learning from other cities’ rules to avoid fumbling.
Moreover, Xi’er, skilled in this area, could significantly aid Xiang Yu.
Meanwhile, hundreds of miles away, Su Yongzhen stood by a window, gazing into the distance with concern.
"You say Brother Yu went to the slum?" Su Yongzhen asked.
Zhang Wendong, standing behind him, nodded, "Yes, it’s a mixed bag in there. Once they enter, it could be hard to leave."
"Nonsense," Su Yongzhen retorted angrily.
Pacing, he ordered, "Send someone to check on them, assess the situation, and report back."
Zhang Wendong reluctantly replied, "Boss, why focus so much on them? What’s their capability, anyway?"
